Cayman Commissioner Criticizes Government

Acting Information Commissioner Jan Liebaers in the Cayman Islands has blamed the government for keeping his office from functioning optimally.

“I have the powers of the Commissioner, but I do not have the actual five-year appointment which is required by law to maintain the independence of the office,” he said in an interview with The Cayman Reporter.

Discussing the operation of the office, Liebaers was quoted as saying:

We have been doing very little of it because we find it very difficult to find the time to do it (compliance checks and investigations.) The previous commissioner was very hands-on and it (Commissioner) is a hands-on position and so without the Commissioner we do find the workload is quite heavy and we are unable to do the work.
