{"id":14691,"date":"2014-09-11T10:40:38","date_gmt":"2014-09-11T14:40:38","guid":{"rendered":"http:\/\/www.freedominfo.org\/?p=14691"},"modified":"2014-09-11T10:40:38","modified_gmt":"2014-09-11T14:40:38","slug":"new-moroccan-proposal-weaker","status":"publish","type":"post","link":"http:\/\/www.freedominfo.org\/2014\/09\/new-moroccan-proposal-weaker\/","title":{"rendered":"New Moroccan Proposal Weaker Than Before"},"content":{"rendered":"<p>The latest version of Morocco\u2019s draft right to information law (Draft Law No. 31.13) \u201cis substantially weaker than the draft published in August 2013,\u201d according to an analysis by the Centre for Law and Democracy.<\/p>\n<p>An assessment of the draft Law using the RTI Rating assessment tool (<a href=\"http:\/\/www.rti-rating.org\/\" target=\"_blank\">www.RTI-Rating.org<\/a>) gives the latest draft 65 points out of a possible 150, putting it in the bottom 20 percent of all countries (83<sup>rd<\/sup> place out of 98), compared to 100 points or 27<sup>th<\/sup> place for the 2013 draft.<\/p>\n<p>\u201cWe welcome the Government of Morocco\u2019s efforts to adopt right to information legislation,\u201d said Toby Mendel, Executive Director of CLD. \u201cBut the current draft is simply not strong enough to provide effective access to information for the people of Morocco.\u201d<\/p>\n<p>The CLD <a href=\"http:\/\/www.law-democracy.org\/live\/morocco-cld-urges-government-to-improve-draft-rti-law\" target=\"_blank\">analysis<\/a> says:<\/p>\n<p style=\"padding-left: 30px;\">The current draft is substantially weaker than the 2013 draft in many areas, including scope of application, procedural rules, the regime of exceptions and promotional measures.
