Pavlov, the founder of the Institute for Freedom of Information Development, the New York Times <a href=\"http:\/\/www.nytimes.com\/2014\/08\/06\/world\/europe\/russia-moves-to-deport-wife-of-an-activist.html?smid=tw-share&amp;_r=0\" target=\"_blank\" class=\"broken_link\">reported.<\/a> His wife, Jennifer Gaspar, has lived in Russia for a decade, working for a variety of nongovernmental organizations, including groups focused on human rights issues and one that raised money for the Hermitage Museum. In a related development, Edward J. Snowden, who exposed US secret documents and then fled to Russia, has been granted a three-year residence permit there, according to another Times <a href=\"http:\/\/www.nytimes.com\/2014\/08\/08\/world\/europe\/edward-snowden-russia.html?_r=0\" class=\"broken_link\">article.<\/a><\/p>\n<p><strong>Africa:<\/strong> A <a href=\"http:\/\/www.opensocietyfoundations.org\/events\/resources-future-partnering-civil-society-transparency-and-accountability-africa\" target=\"_blank\">webcast<\/a> of an Aug. 4 forum in Washington: Resources for the Future: Partnering with Civil Society for Transparency and Accountability in Africa, sponsored by the Open Society Foundations. In 2014, there were at least 56,\u201d according to an <a href=\"http:\/\/www.ibtimes.com\/growing-open-data-movement-could-mean-big-bucks-1639612\" target=\"_blank\">article<\/a> by Keith Ross in International Business Times. Davis\u00a0(Editor), David Cuillier\u00a0(Editor).<\/p>\n<p style=\"padding-left: 30px;\"><em>Transparency 2.0<\/em> investigates a host of emerging issues around the collision of information and personal privacy in a digital world. This book is ideal for anyone interested in the legal battlefield over access and privacy, as well as for classes in the law of the media and First Amendment, privacy, journalism, and public affairs.<\/p>\n<p><strong>Germany:<\/strong> Open Knowledge Foundation Deutschland has released a <a href=\"http:\/\/vimeo.com\/102604678\" target=\"_blank\">video<\/a> (in German) explaining FOI and the German FOI portal, FragDenStaat.de.<\/p>\n<p><strong>OGP:<\/strong> The OGP\u2019s Independent Reporting Mechanism <a href=\"http:\/\/www.opengovpartnership.org\/blog\/independent-reporting-mechanism\/2014\/07\/30\/ogp-irm-takes-major-step-towards-more-transparent#sthash.4jgvFYIx.dpuf\" target=\"_blank\" class=\"broken_link\">publishes<\/a> the IRM Procedures Manual.<\/p>\n<p><strong>OGP:<\/strong> <a href=\"http:\/\/usun.state.gov\/briefing\/statements\/230184.htm\" target=\"_blank\" class=\"broken_link\">Remarks<\/a> by Ambassador Samantha Power, U.S. Permanent Representative to the United Nations, at the U.S.-Africa Leaders Summit<\/p>\n<p><strong>Social Accountability:<\/strong> Staff members of the Global Partnership for Social Accountability <a href=\"https:\/\/www.thegpsa.org\/sa\/news\/blog\/are-we-ready-strategic-social-accountability\" target=\"_blank\" class=\"broken_link\">begin<\/a> a series of articles on topics basically around the question of what constitutes a politically aware strategic approach to social accountability?<\/p>\n<p><strong>United States:<\/strong> The Government Accountability Office issues a <a href=\"http:\/\/www.gao.gov\/assets\/670\/664536.pdf\" target=\"_blank\">report<\/a> (PDF) about problems with a website. <a href=\"http:\/\/t.co\/LfymRNKaUw\" target=\"_blank\">?USASpending.gov\u00a0<\/a>, designed to track government spending, a BusinessWeek <a href=\"http:\/\/www.businessweek.com\/articles\/2014-08-05\/government-transparency-website-missed-619-billion-in-spending\" target=\"_blank\">article<\/a> says.<\/p>\n<p><strong>Corruption\/FOI:<\/strong> Maira Martini of Transparency International <a href=\"http:\/\/www.u4.no\/publications\/right-to-information-laws-impact-and-implementation\/\">addresses<\/a> the question of whether there is evidence that RTI laws reduce corruption. The summary of the answer:<\/p>\n<p style=\"padding-left: 30px;\">Empirical evidence of the impact of RTI laws remains scarce. In general, several studies have found that access to information is positively correlated to control of corruption, but the actual impact of RTI laws seems to depend on a series of other factors. As demonstrated by several studies, the RTI law alone can have a positive impact and help in the solution of specific cases, but it is unlikely to bring sustainable change if not effectively implemented and accompanied of other measures, such as guaranteed freedom of press and association, effective checks and balances mechanisms, including the prosecution and dismissal of public officials found to be involved in corruption, and coherent policy responses to problems detected in service delivery.\u00a0<\/p>\n<p><strong>Wikimedia:<\/strong> The Wikimedia Foundation issues it\u2019s first <a href=\"http:\/\/transparency.wikimedia.org\/\" target=\"_blank\">transparency report<\/a>. The report criticizes the European Union court decision on right-to-be-forgotten.
