Shifting the administration of the access to information law to a different department is a bad idea, according to a statement (in Spanish) by the Regional Alliance for Free Expression and Information.
The responsibility is being moved from the Comptroller General (CGU) to the Ministry of Transparency, Surveillance and Control.
The Alliance, a network of 22 civil society organizations from 18 Latin American countries, said the move will undercut the autonomy and independence of the system.
The CGU has played an important role in promoting transparency and fighting corruption in the country, the Alliance said. Instead of being replaced, the CGU should have been reinforced and redefined as a permanent body activity with constitutional status, the Alliance said.
