A new study in Colombia has rated government compliance with the new access to information law.
Performance measured 39.7 points on a scale of 100, according to the index (in Spanish) created by Project Antonio Nariño.
The 2015 Access to Information and Freedom of Expression Index assesses four main dimensions, one which is access to information.
The score on access is attributed in part to the newness of the 2015 law on transparency and access to public information. Implementation appears slow, according to an article on the index by Vivian Newman, Deputy Director of the Center for Law, Justice and Society. The poor rate of responses to request indicates there is room for improvement, she wrote.
