The ninth international meeting of information commissioners will be held April 21-23 in Chile.
A preliminary program shows that there will be two days of speeches and panel discussions followed by a day for private meetings of national information commissioners.
The conference will take place in Universidad Católica de Chile, in Santiago. Attendance is open to members of the transparency community and registration information will be forthcoming, according to an organizer. The sessions will be webcast.
The commissioners usually meet every two years. The last meeting was held in Berlin in 2013.
On April 21, the first overall topic will be “The Social Impact of Transparency.” One panel will discuss “The Challenges of Measuring the Impact of the Transparency and Access to Public Information Laws. Another panel will be on “Challenges for Universal Exercise of the Right of Access to Public Information.”
The topic of “The Right of Access to Information to Advance Development and Social Equity” will be addressed first by a presentation on “The Importance of the Right of Access to Public Information for the Exercise of Other Rights.”
Subsequent panels will address “Experiences about the Right of Access to Public Information. A Sectoral Perspective” and “The Use of E-Platforms for the implementation of Access to Information Legislation.”
Topics for Second Day
On the second day, the first overall topic is “Access to Information Enforcement Bodies: Institutional Design, Jurisprudence and International Exchanges.”
A presentation is planned on “The main contributions and challenges of Jurisprudence on the Right of Access to Information.”
Panelists will address “The use of confidentiality and its effects on the Right of Access to Public Information.”
A keynote speech is planned on the design of oversight bodies.
A panel will be held on “The contribution of international cooperation networks in the implementation of public policies for advancing Access to Information Legislation.”
The final panel will be on “The Right of Access to Public Information in the Context of Open Government.”
Commissioners to Meet
Commissioners will meet by themselves on April 23 for working session. Topics listed in the agenda are:
– Collaboration and knowledge exchange
– Mediation as a tool to advance the right of access to public information
– Comparative analysis of implementation of transparency policies
– Comparative jurisprudence in selected areas
Working groups are planned with the goal of reaching conclusions and addressing future challenges.
