Five members of parliament in Kuwait have submitted a draft right to information law, according to a report in Arab Times.
The bill was offered by MPs Riyadh Al-Adsani, Dr Abdul-Kareem Al-Kandari, Hamdan Al-Azemi, Osama Al-Tahous and Mohammad Al-Hadiyah.
The draft addresses public information recordkeeping and among other things would require authorities to publish a simplified guide about the system of keeping documents.
The draft bill also would mandate various environmental disclosures, such as about toxic materials and the monitoring of industries.
The article describes planned exemptions for national security and other reasons.
In May, Kuwait delayed enactment of a media law after objections that it threatened freedom of expression and human rights.
