The German Federal Commissioner for Data Protection and Freedom of Information, Peter Schaar, April 24 issued an annual report showing that requests are rising.
The third annual report on freedom of information for 2010 and 2011, indicates that in 2011, 3,280 applications were made, an increase of 110 percent compared with the 1,557 requests recorded in 2010. In 2009 there were 1,358 requests and in 2008 there were 1,548.
The report is critical of the Federal Ministry of Economic Affairs regarding the use of exemptions for the Federal Cartel Office.
The report also reviews favorable court opinions in the past two years.
The Federal Commissioner describes two complaints issued in 2011: to the Federal Ministry of the Interior and the National Association of Statutory Health Insurance Physicians.
